3.  Discuss mechanisms to build high quality capacity and governance to meet the looming policy demand.
Summary:
Accurate, competent greenhouse gas measurement is a necessary requirement underpinning functional carbon markets. With the moving parts of these markets on open display in global and regional climate policy debates as the world moves towards expanded engagement on climate change mitigation in all fora, an often overlooked component is the skilled army of greenhouse gas accountants such policy assumes. The scale and speed at which capacity must be developed to support these markets portends an imminent professional shortage. Moreover, the marketplace in which greenhouse gas service providers participate is largely unpoliced and fraught with perverse incentives. Viewed in parallel to the walking wounded but comparatively ironclad financial markets, the opportunity for fraud or other unethical behavior in greenhouse gas accounting pops into sharp, startling focus.
Drawing from diverse perspectives, this breakout session aims to:
• Sketch out the state of today’s industry with a particular focus on accounting standards, educational opportunities, and common practice amongst market participants;
• Discuss the impact of emerging programs and policy;
 
• Profile the practical challenges and policy requirements facing the industry’s expansion; and
• Outline what needs to be done to credibly bridge the looming competency gap, including but not limited to discussion of requirements pertaining to education, professionalization, and regulation.
Speaking on this looming and highly relevant issue will be top experts from academia, the NGO world, and the private sector. Panelists include:
• Michael Gillenwater, Dean of the Greenhouse Gas Management Institute, a nonprofit educational and professional organization that hosts web-based curriculum on all areas of climate change with a particular focus on greenhouse gas accounting, auditing, and management
• Alexia Kelly, Senior Associate with the Climate and Energy Program at the World Resources Institute, an environmental think tank at the vanguard of climate policy research and co-sponsor of the GHG Protocol a globally embraced greenhouse gas accounting framework
• Wiley Barbour, Vice President for Corporate Development at Camco North America, the US outpost of Camco International, a publicly traded (CAO.L) UK headquartered greenhouse gas abatement project developer and climate and sustainability consulting firm
