Measurement, Reporting & Verification Hubs

A Measurement, Reporting, and Verification (MRV) Hub is a regional collaborative approach to strengthening greenhouse gas (GHG) management capacity. The Greenhouse Gas Management Institute (GHGMI) utilizes this innovative model to foster sustainable, country-driven partnerships that enable countries to cooperate on technical challenges.

THE BENEFITS OF HUBS

Deepening Capacity & Collaboration

GHGMI, with support from various funding sources, has established three regional cooperative MRV Hubs to empower countries to meet their climate action goals. These hubs promote collaboration, knowledge sharing, and capacity building. Through this cooperative hub approach, we aim to establish regional centers of expertise on climate action transparency and foster a network of experts and officials across participating countries. This network supports the development of more effective climate policies, increased access to climate finance, reductions in greenhouse gas emissions, and progress toward achieving sustainable development goals.

Develop Robust MRV Systems

These hubs enable countries and entire regions to establish efficient and sustainable systems for measuring, reporting, and verifying greenhouse gas emissions.

Strengthening Climate Action Through Regional Collaboration

Meeting reporting requirements under the Paris Agreement’s Enhanced Transparency Framework (ETF) often demands specialized technical, scientific, and policy expertise, which can be challenging for countries with limited resources. MRV Hubs address this challenge by establishing a regional pool of experts to assist national governments in designing, setting up, and operating MRV systems. This cooperative approach not only supports domestic policymaking but also ensures countries can effectively track and report their progress.

OUR WORKING HUBS

Caribbean, Central Asia & Central America

With funding from the German Government’s International Climate Initiative (IKI), GHGMI launched the Caribbean Cooperative MRV Hub.

Caribbean Cooperative MRV Hub

This hub provides technical support to Antigua and Barbuda, Barbados, The Bahamas, Belize, Dominica, Grenada, Guyana, Jamaica, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, and Trinidad and Tobago.

With funding from the Initiative for Climate Action Transparency(ICAT), GHGMI is strengthening national capacities for climate action by developing regional climate transparency hubs (ReCATH) in Central Asia and Central America.

ReCATH Central Asia

In partnership with the Regional Environmental Centre for Central Asia (CAREC), this hub provides technical support to Kazakhstan, Uzbekistan, Tajikistan, Kyrgyzstan, and Turkmenistan.

ReCATH Central America

Working with the Central American Integration System (SICA), the hub provides technical support to Belize, Costa Rica, the Dominican Republic, El Salvador, Guatemala, Honduras, Nicaragua, and Panama.

PARTNERSHIP OPPORTUNITY

Partner in Building a Sustainable Regional Model

A key goal for our MRV Hubs is to establish self-sustaining regional MRV service institutions, providing ongoing delivery of multi-country capacity-building and technical services. With three hubs now serving as models, GHGMI continues to explore partnerships for replicating the MRV Hub model in other parts of the world.
