ICAT at 10: A Decade of Support to Climate Action Transparency and the Road Ahead to 2030

Monday, November 17th | 10:45-11:30 BST | Canada Pavilion, B28 (Blue Zone)

GHGMI’s Molly White will moderate this event to celebrate ICAT’s 10th anniversary and mark the launch of ICAT 2.1, a new phase that extends support for climate transparency through 2030. Over the past decade, ICAT has partnered with more than 70 countries across Africa, Asia, Latin America, the Caribbean, and the Pacific, strengthening institutional capacity, informing policy, and fostering inclusive climate governance. The event will bring together senior government representatives from donor and partner countries to share their experiences, reflect on lessons learned, and discuss the challenges faced in advancing transparency. It will also showcase how ICAT 2.1 builds on these insights to empower countries to implement more effective and ambitious climate action, supporting the goals of the Paris Agreement and the effective implementation of NDCs.

Carbon Disclosure: Alignment around the World

GHGMI Project Manager Alissa Benchimol will join a panel hosted by The Climate Registry to discuss how global carbon disclosure standards and protocols apply different methodologies to achieve their goals. Advancing policy, capacity, and leadership: Belize’s regional transparency hub and climate delivery

This event will showcase Belize’s leading example in advancing climate transparency and governance. The session will offer a space to share Belize’s journey in integrating transparency frameworks and market readiness into national climate policy, emphasizing collaboration with ICAT as a driver of institutional capacity and ambition. Participants will hear practical lessons on strengthening MRV systems, developing effective policy frameworks, and promoting regional cooperation to enhance climate action. The event will share replicable solutions for small and capacity-constrained states and underscore how transparency and collaboration can accelerate implementation, aligning regional efforts with the objectives of the Paris Agreement.

COP30: Building Climate Finance Capacity Across Government, Private Sector, and Coordination Systems

This session will focus on strengthening technical and strategic capacities in developing countries to design and implement bankable climate projects that support the delivery of NDCs and NAPs. It will feature insights into public-private partnerships, innovative financing instruments, and targeted capacity-building initiatives. Drawing from national success stories identified during the NDC clinics, the session will highlight practical approaches and replicable activities that enhance stakeholder engagement and investment readiness.

From Targets to Action: Planning NDC Implementation

This event will examine how robust transparency systems can underpin effective implementation of “NDC 3.0” as countries move from setting targets to delivering results. It will showcase how strong transparency frameworks generate data that supports policymaking, financing decisions, and credible NDC accounting—from policy assessments and sectoral planning to financing strategies, greenhouse gas inventory linkages, and Biennial Transparency Reports. Country representatives and experts will share practical experiences using these tools across the full NDC cycle, with a focus on data-driven approaches, institutional coordination, and capacity-building as key enablers of effective climate action. The event is organized under the #Together4Transparency banner.

Progress and Results of the Regional Center for Climate Action Transparency in Central America and the Dominican Republic

This event will showcase progress under the ICAT Regional Climate Action Transparency Hub for SICA countries, led by the Central American Commission for Environment and Development (CCAD). The hub helps SICA member states strengthen their transparency frameworks to support evidence-based climate policymaking, attract investment, and fulfill Paris Agreement reporting requirements. The session will highlight regional collaboration, capacity-building, and knowledge exchange across Central America and the Dominican Republic, illustrating how coordinated efforts can advance effective transparency systems and accelerate climate action aligned with the SDGs and the Paris Agreement. The event will be conducted in Spanish.

Multilateral Climate Funds Joint Results Report Launch

The four major multilateral climate funds—the Green Climate Fund (GCF), the Global Environment Facility (GEF), the Adaptation Fund (AF), and the Climate Investment Funds (CIF)—are launching their first joint results report to show how their financing is delivering outcomes for people, economies, and ecosystems. The report emphasizes alignment of results systems, learning sharing, and collective impact across the funds to accelerate climate action.

Making Climate Data Accessible: Understanding the UNFCCC Transparency Framework and the BTR Synthesis Report

This training session offers a practical guide to communicating climate data under the United Nations Framework Convention on Climate Change (UNFCCC) Enhanced Transparency Framework (ETF). It focuses on the Biennial Transparency Reports (BTRs) and the BTR Synthesis Report, and explores how countries present progress on climate action and support. Attendees will learn to use additional UNFCCC data sources—such as the GHG Data Interface and the Climate Data Hub—that enhance accessibility, comparability, and usability of climate-related information. The goal is to help non-Party stakeholders interpret, communicate, and leverage transparency data for policy, research, and public engagement.

Strengthening the Enhanced Transparency Framework

Thursday, November 20th | 09:30 – 11:00 BRT | Italian Pavilion

The event “Strengthening the Enhanced Transparency Framework”, organized by the Italian Institute for Environmental Protection and Research (ISPRA), will highlight the importance of the Enhanced Transparency Framework (ETF) under the Paris Agreement in supporting credible and measurable climate action. Speakers will discuss how technical institutions and partnerships can help countries build robust national systems for greenhouse gas inventories, reporting, and verification in line with Article 13. The session will showcase collaborative efforts that enhance capacity for transparency, promote consistency in climate data, and strengthen accountability as nations prepare their next round of Nationally Determined Contributions (NDCs).
