GHGMI Begins UK PACT Project to Strengthen Nigeria’s Climate Data and MRV System

The GHGMI consortium of partners—CITEPA and Forts & Agro Consorts Ltd—will help strengthen Nigeria’s climate data and MRV system.

This project responds directly to critical challenges identified in Nigeria’s climate data landscape. Nigeria—Africa’s largest economy and second-largest greenhouse gas (GHG) emitter—has experienced a 272% increase in emissions since 1990. While national commitments have advanced, climate data systems continue to face obstacles, including fragmented data collection, limited technical capacity, and the absence of standardized reporting frameworks.

Why Strengthening Nigeria’s Climate Data and MRV System Matters

Nigeria’s GHG emissions have risen significantly over the past few decades, driven by energy consumption, agriculture, transport, and land-use changes. And as the continent’s largest economy, Nigeria’s ability to manage climate data at scale is essential for achieving national climate goals and meeting international commitments.

Yet persistent obstacles remain: fragmented data collection, limited technical capacity, uneven coordination, and the absence of standardized reporting systems.

At the center is the National Council on Climate Change Secretariat (NCCCS), a newly established institution tasked with leading Nigeria’s climate response. This project is designed to help NCCCS step confidently into this role by strengthening the systems, skills, and structures needed for effective climate governance.

What the UK PACT Project Will Deliver for Nigeria’s Climate Reporting

With our partners, the project will support national capacity building with the following outcomes:

  • A comprehensive, economy-wide MRV framework that brings consistency and clarity to climate reporting across sectors
  • Standardized reporting templates and improved data governance
  • A centralized digital platform for collecting, verifying, and analyzing climate data
  • Practical, hands-on capacity building for NCCCS, the Federal Ministry of Environment (FMoE), National Bureau of Statistics (NBS), and Energy Commission of Nigeria (ECN)
  • State-level piloting to ensure the system works for Nigeria’s diverse emissions profiles
  • Stronger inter-agency collaboration to improve coordination and data flow

At every stage, the project integrates Gender Equality, Disability, and Social Inclusion (GEDSI) principles, ensuring that Nigeria’s climate data systems—and the institutions that support them—reflect and uplift all communities.

Centering Nigerian Experts in Climate Data and MRV Systems

The heart of this project lies with the Nigerian experts, analysts, statisticians, environmental officers, and state-level practitioners who will ultimately operate and sustain the MRV system. Our role is to help equip them with the tools, structures, and advanced technical skills to lead Nigeria’s climate transparency efforts with confidence.

Looking Ahead: Strengthening Transparency & International Climate Cooperation

As the project begins, we’re excited to collaborate with our partners and with Nigeria’s climate institutions to establish a durable foundation for transparent climate reporting. These efforts will help Nigeria improve the accuracy and completeness of its GHG inventory and strengthen its ability to participate in international cooperation under Article 6 of the Paris Agreement.

As one of the early followers/member of this idea before it became an institute back in my days at NIMASA where I retired as Director Marine Environment Management, and in view of the works my Organization : African Marine Environment Sustainability Initiative( AFMESI) is doing around coastal resilience eg the AFMESI IOC-UNESCO ocean decade endorsed programme : coastal resilience for African Communities,
    I will want to request that AFMESI becomes part of the project.

      At this stage, however, the project consortium and implementing partners have already been defined, and we are unfortunately not in a position to include additional organizations as formal project partners.
